Carl Collins
With fourteen years as a child protection
officer with Protective Services Victoria, and seven
years as a senior officer
and prosecutor, Carl Collin's achievements in this
complex field are second to none.
A tough, fair investigator and prosecutor,
Carl's unit in conjunction with Victoria Police child
abuse investigators were responsible for many specialist/joint
operations.
Under his leadership, Carl's unit
never failed to prove a matter taken before the court,
which earned him enormous respect throughout the police
and judicial system.
In 1996, Carl was the recipient
of a Victoria Police recognition award for his contribution
to child
protection.
Carl was jointly responsible for
the oversight training of regional Police, Doctors,
Nurses and Teachers during the phased implementation
of mandatory reporting legislation in Victoria in 1993/4.
Carl's formal qualifications include
an Associate Diploma in Applied Social Science and
a Diploma of Welfare/Community Services. Carl also
holds a current Level III certificate in Investigative
Services.
He completed advanced and specialist
child protection training in 1993 becoming one of Victoria's
first fully authorised
protective officers with the Department of Human Services,
(Protective Services) after spending a number of years
as a probation and parole officer.
Carl's strong views on child protection
investigation strategies and techniques were highly
successful, but sometimes questioned by some factions
within the bureaucratic system.
Engaged as a a sessional lecturer
and speaker in the fields of social science, paedophilia
and child protection, Carl's cutting edge, thought
provoking and candid style never fails to captivate
his audiences.
Carl is also experienced in the design
and implementation of awareness programs for government
and non-government agencies at the national and international
level, and specialises in conducting debriefing and
management response programs for infiltrated and affected
organisation. This adds to an already impressive backdrop
of qualifications experience and achievements. |

Ian Hopley
Ian Hopley spent over three decades
as a police investigator in metropolitan and country
locations in Victoria, including five years as a corruption
detective and trainer with the Victoria Police Ethical Standards
Department.
Specialising for many years in complex
child abuse investigations, Ian was awarded a Churchill
Fellowship and Queen Elizabeth Trust Scholarship to
study child exploitation investigation techniques in
the USA, United Kingdom, Europe, South Africa and Asia,
A former senior investigator with
the Victoria Police's Child Exploitation Unit, he
completed advanced child abuse investigation training
with the
Torrance Police Department in California, USA.
Ian is the holder of a certificate IV in workplace training assessment and a certificate III in investigative services.
Ian was instrumental in contributing
awareness of child exploitation issues in Asian tourism
and made a number of submissions for legislative and
operational changes to enhance child abuse investigations
both nationally and internationally.
Ian has worked as a long term adviser
to police in Papua New Guinea and Solomon Islands where
he also implemented child abuse investigation and awareness
training to Police, Community and Professional
Groups and NGO's.
In PNG, Ian was a founding member
of People Against Child Exploitation (PACE) and made
recommendations to update PNG's child abuse and sexual
offence laws, which have now been enacted. Ian was made the first life member of PACE PNG in recognition of his efforts in PNG
In 2000 and 2001, he established
child exploitation investigation training programs
and assisted in creating a police child exploitation
and human trafficking squad
in the Royal Cambodian National Police.
Ian has lectured on child abuse investigations
with emphasis on paedophilia and child abuse prevention
in Australia, England, South Africa, Asia and the Pacific.
Ian has recently been responsible
for establishing and training sexual assault and
family support units within both the Kiribati and
Tuvalu Police Services in the Central Pacific. |
